#4 – Through a variety of means, these tactics have been made legal.
- The Smith-Mundt Modernization Act, for all intents and purposes, enabled the U.S. to legally produce propaganda by enabling foreign material to be broadcast domestically.
- Those who gained knowledge of social media warfare techniques while working for the government left the government and used those techniques in the private sector.
