Commissioner von Raab Listened to Cathy O’Brien

Even amid tragedy and horrific history—this is to celebrate the true heroes of the civil service.

It was CUSTOMS – before 9/11 who listened to MKULTRA survivor Cathy O’Brien and her rescuer, Mark Phillips.

Cathy told them about trafficking in detail.

Yet even with all the information she provided, Director William von Raab (Commissioner from 1981-1989, passed in 2019) could not put it to work.

He was frustrated that the system seemed to be working AGAINST justice, not for it.

This is crucially important: History shows us that corruption is the problem. It is always corruption. And that same principle holds true for every organization and social institution.

When you criticize a corrupted version of a social institution, you may be mistreated by those in power. But the truth is, you are preserving and promoting its health. That is why we have National Whistleblower Day here in the U.S.

Please know that there are so many others like you and with you.

Know that most people are NOT corrupt—most people are good and want to do good—because we are all created in the image of God.

I see the faces and hear the voices demanding that we live up to the best in ourselves. Yes it is hard. Yes it takes time. Yes it feels like an impossible challenge at times. But with God’s help and persistence, we will get there.

As Cathy says, “love is the most powerful force in the world.”

I know the fierce dedication of the civil service and I put my faith in them any day of the week. The people simply need to know the truth.
