“Validation of Animal Models for Viral Hemorrhagic Fever Syndrome Using Acute Human Data”

Gabbard: “Labs need to be shut immediately” (stating the obvious) and “if they have nothing to hide, why are they trying so hard to hide it?”

I started out just factchecking an excellent and very clear article by Jim Hoft on where things stand right now. It ended up being a whole thing.

Why We Should Be Worried

The below is information related to Metabiota Inc. I don’t know where the work was performed. All I can see is “animal models for viral hemorrhagic fever syndrome using acute human data.”

The Department of Homeland Security Cost Plus Fixed Fee Contract HSHQDC-13-C-B0048 is providing funds in the amount of $349,512.84 to Metabiota Inc for Validation of Animal Models for Viral Hemorrhagic Fever Syndrome Using Acute Human Data. All work shall be done in accordance with the Statement of Work (SOW).

Attachment 1: Statement of Work”

I don’t see the Statement of Work.

Moving On To The Fact Check

What I was trying to do was to factcheck an article by Jim Hoft. See below.

The article is accurate.

  1. TRUE: Russia, China, Brazil, India want an investigation into U.S. biolabs in Ukraine. I fact-checked this and the tally is 8-7 in favor. (Countries saying yes: Brazil, Russia, India, China, Ghana, Kenya, Mexico, Gabon. Countries saying no: Ukraine, U.S., U.K., Albania, France, Ireland, Norway)
  2. TRUE: On February 24, 2022, Victor Lyashko, Ukraine MOH, ordered “emergency destruction of biological pathogens.” WHO confirms they told Ukraine to do this.
  3. TRUE: Confusing and conflicting messages from the Biden administration concerning biolabs in Ukraine.

Here is the detail:

1. Countries that want an investigation

One of the reasons that we have such distrust of the mainstream media (and mainstream institutions) is stuff like this: I was literally watching one video of the remarks and it became “unavailable in my country.” Then I went to search for another video and there was no translation. Very hard to fact-check basic information about this U.N. Security Council meeting — which should be freely available for all to watch.

“Countries that want more Ukraine Biolab weapons program information

3/11/22 U.N. Security Council meeting, excerpts from statement by representative of Brazil:

“Any accusations of violations of the BWC [Biological Weapons Convention] are very serious and as such must be thoroughly substantiated and investigated by an independent investigation….Brazil believes that research should be kept distinct of the development of biological weapons should the BWC be kept intact. We believe a multilateral verification, as described by the BWC, be used to investigate these allegations.”

3/11/22 U.N. Security Council meeting, excerpts from statement by representative of China:

“The situation in Ukraine is rapidly evolving. It is full of complexities. Recently Russia and Ukraine have held many negotiations and high level peace talks. China attaches great importance with Biological weapons and WMD’s. We condemn any country participating in these programs and encourage any country to destroy these weapons should there be any. To uphold Biological Weapons Convention should be upheld and Russia’s evidence should be taken seriously with multilateral verification.”

“The US has 336 laboratories around the world. This comes directly from the US. If they deny these allegations they need to present relevant evidence to conclude these allegations are false for all the nations at the council.”

Claim: Russia, China, India & Brazil = Half The World’s Population

This is exaggerated. They represent 40.34% of the world’s population (2020 figures). When you add the other countries in support of investigating this, the figure gets closer to half, but not by much. The total is 43.11%.

China 18.47%
India 17.7%
Brazil 2.3%
Russia 1.87%

Add the other countries in support

Mexico 1.65%
Kenya 0.69%
Ghana 0.40%
Gabon 0.03%

2. “Emergency Destruction Of Biological Pathogens” Order

“WHO says it advised Ukraine to destroy pathogens in health labs to prevent disease spread
By Jennifer Rigby and Jonathan Landay”
March 11, 2022

3. “Confusing and Conflicting” U.S. Response

Clearly, if you’re claiming to be open and upfront about everything, while also refusing verification and wiping documents off the web (a number of factsheets had to be retrieved from the Web Archive), something is off. In the same way, if you’re admitting to having biolabs as Victoria Nuland did, and saying that you don’t want the Russians to get them, you cannot then deny the existence of these same labs. To argue that a lab is not the same thing as a bioweapons factory is to be less than credible.

[3/12/22 7:45 p.m. Eastern — LinkedIn just notified me that they marked the quote of Ambassador Thomas-Greenfield as a violation of their policies. That’s interesting. It was literally entirely a quote. I was fact-checking and shared it.]

Title: “Remarks by Ambassador Thomas-Greenfield at a UN Security Council Meeting Called by Russia to Spread Disinformation About Ukraine”
Website: United States Mission To The United Nations
Date: March 11, 2022

“I will say this once: Ukraine does not have a biological weapons program. There are no Ukrainian biological weapons laboratories supported by the United States – not near Russia’s border or anywhere.

“….Ukraine owns and operates its own public health laboratory infrastructure. These facilities make it possible to detect and diagnose diseases like COVID-19, which benefit us all. The United States has assisted Ukraine to do this safely and securely. This is work that has been done proudly, clearly, and out in the open. This work has everything to do with protecting the health of people. It has absolutely nothing – absolutely nothing – to do with biological weapons.

“It is Russia that has long maintained a biological weapons program in violation of international law. It is Russia that has a well-documented history of using chemical weapons.”

Press Secretary Jen Psaki:

“denied that the U.S. government produces or owns any biological weapons, and said it is in full compliance with the Chemical Weapons Convention and the Biological Weapons Convention…..pointed out Russia’s own track record of allegations of using chemical and biological weapons against its enemies, adding: ‘It’s Russia that has long maintained a biological weapons program in violation of international law. Also, Russia has a track record of accusing the West of the very violations that Russia itself is perpetrating. In December, Russia falsely accused the U.S. of deploying contractors with chemical weapons in Ukraine.’”

Victorial Nuland (State Dept.) Testimony:

I only have a minute left let me ask you
does Ukraine have chemical or biological
Ukraine has a
biological research facilities
which in fact we are now quite concerned
Russian troops Russian forces
may be seeking to
gain control of so we are working with
the Ukrainians on how they can
prevent any of those
research materials from falling into the
hands of
Russian forces should they approach”

Hunter Biden’s Rosemont Seneca: Investment in Metabiota, Government Contract For Work In Ukraine

Meanwhile, Rosemont Seneca invested in Metabiota.

Rosemont Seneca: Hunter Biden’s investment firm.

Rosemont Seneca Technology Partners – an investment firm led by Hunter Biden  – was a lead financial backer of Metabiota, a pandemic tracking and response firm that has partnered with Peter Daszak’s EcoHealth Alliance and the Wuhan Institute of Virology.

“Rosemont Seneca Technology Partners (RSTP) was an offshoot of Rosemont Capital, an investment fund founded by Biden and John Kerry’s stepson in 2009, that counted Biden as a Managing Director.”

“Former Managing Director and co-founder of RSTP Neil Callahan – a name that appears many times on Hunter Biden’s hard drive – also sits on Metabiota’s Board of Advisors.”

Metabiota received $23.9 million in federal contracts (Defense Threat Reduction Agency) to provide “scientific and technical consulting services” in Georgia and Ukraine. (Archive link)

Andrew C. Weber “oversaw and developed the Defense Threat Reduction Agency” and was Head of Global Partnerships at Metabiota in 2016.

Lots of questions here around conflicts of interest and use of influence.

“An American company that bills itself as a pioneer in tracking emerging epidemics made a series of costly mistakes during the 2014 Ebola outbreak that swept across West Africa – with employees feuding with fellow responders, contributing to misdiagnosed Ebola cases and repeatedly misreading the trajectory of the virus, an Associated Press investigation has found.

“San Francisco-based Metabiota Inc. was tapped by the Sierra Leonean government and the World Health Organization to help monitor the spread of the virus and support the response after Ebola was discovered circulating in neighboring Guinea in March 2014. But emails obtained by AP and interviews with aid workers on the ground show that some of the company’s actions made an already chaotic situation worse.

“WHO outbreak expert Dr. Eric Bertherat wrote to colleagues in a July 17, 2014, email about misdiagnoses and “total confusion” at the Sierra Leone government lab Metabiota shared with Tulane University in the city of Kenema. He said there was “no tracking of the samples” and “absolutely no control on what is being done.”

“Metabiota Gains Government Momentum with Black & Veatch Sub-Contracts for Defense Threat Reduction Programs”

 Aug. 8, 2018, 09:00 AM

“SAN FRANCISCO, Aug. 8, 2018 /PRNewswire-PRWeb/ — Today, Metabiota, the pioneer in epidemic risk modeling, announced it has been awarded a subcontract from Black & Veatch (B&V) to support the U.S. Defense Threat Reduction Agency’s (DTRA) Cooperative Biological Engagement Program (CBEP) in Iraq under the Biological Threat Reduction Integrating Contract (BTRIC). Metabiota has also partnered with B&V on DTRA’s recently awarded Cooperative Threat Reduction Integrating Contract (CTRIC) III with an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract ceiling of $970M.

“As B&V’s BTRIC science partner, Metabiota will work with local and foreign stakeholders to improve public heath capacity in Iraq by helping to detect, diagnose, and report emerging and re-emerging diseases of international concern. This work builds on Metabiota’s previous CBEP engagements in the Middle East and will further drive Metabiota’s understanding of disease risk and scientific capacity in the region. The BTRIC-Iraq award could generate up to $900,000 for Metabiota over the next 18 months. Metabiota’s commitment to building public health capacity in coordination with host country governments was further realized through the award of BTRIC Cameroon ($450,000), where the Metabiota team has worked for over 14 years. As part of this 18-month contract, Metabiota will provide biosafety expertise to inform renovations to Cameroon’s National Veterinary Laboratory (LANAVET) and will also provide trainings to bolster biosafety and biosecurity capabilities.

“For CTRIC III, Metabiota will support B&V on awarded Task Orders by leading human and veterinary science initiatives that encompass training, research, and biological surveillance in cooperation with partner nations. A One Health approach will be applied to enhance the ability to detect and deter biological threats in a safe and secure manner, ensuing compliance to international standards. Under the CTRIC III Task Order 02, Metabiota will support efforts to strengthen laboratory capacity at the National Public Health Laboratory (NPHL) in Thiès, Senegal. Metabiota will further help develop and institutionalize BS&S Standard Operating Procedures (SOP) in the laboratory environment. Senegalese Task Order has potential to drive $600,000 in revenue for Metabiota, with a 12-month option.

“Metabiota has deep ties to the global health community and has been working hand-in-hand with US Government stakeholders and partner nations for almost a decade,” said Mary Guttieri, executive vice president of Science and Microbiology at Metabiota. “As a result, our team knows what it takes to help countries assess risk and facilitate earlier detection of outbreaks. Working with Black & Veatch on these task orders will help us continue to leverage our analytics and deep scientific knowledge to improve the world’s resilience to epidemics.”

“Metabiota is a long-time implementer for DTRA, as well as the United States Agency for International Development (USAID), and has a proven track-record for working with local governments, health agencies, private sector firms and non-profit organizations around the world to build effective teams, develop and implement innovative solutions that achieve high impact results.”

Looks like Metabiota did work for Homeland Security too.

Metabiota now sells pandemic insurance.

“The DOD Black & Veatch project included the building of labs in Ukraine, Azerbaijan, Cameroon, Thailand, Ethiopia, Vietnam and Armenia.

In 2014, a firm called Metabiota, which specializes in detecting, tracking, and analyzing potential disease outbreaks, signed an $18.4 million federal contract as a subcontractor for Black & Veatch in Georgia and Ukraine.

The pair even share an office in Kiev, according to a job advertisement posted by Black & Veatch.

  1. What is the role of the United States government (USG) in Ukraine with respect to researching disease? Which agencies are involved? How do they coordinate? What about contractors, how do they fit in?
  2. What accountability mechanisms are in place to ensure there is no abuse of the system?
  3. How much money has the US gov invested over time? This year?
  4. What other assistance do we provide aside — scientists, IT, etc.
  5. There are reports that Rosemont Seneca (Hunter Biden’s company), funded in the firms which built research labs. Is this true? Please explain.
  6. Have human experiments have been conducted in Ukraine at U.S. facilities? By whom? With what controls?
  7. What about the claim of experiments stratified by ethnicity?
  8. How does the USG explain the spike in disease in Ukrainians mentioned by Russia?
  9. If the United States is working “proudly, clearly, and out in the open” why are some documents gone? Why oppose investigation?
  10. How does the USG explain the memo of 2/24 (Ukraine Ministry of Health orders biological pathogens destroyed)? Fake? If it’s authentic, doesn’t it mean that the research yields potentially dangerous disease that can be used as a weapon?

This is clearly an enormous story, like all the stories we see. The above are just notes.
