“Of the FDA’s total US$5.9 billion budget, 45% comes from user fees, but 65% of the funding for human drug regulatory activities are derived from user fees.”https://news.yahoo.com/why-fda-funded-part-companies-123410781.html
The money goes back and forth between drug manufacturer and government.
“The US govt will pay drug manufacturer Pfizer $5.29 billion for 10 million treatment courses of their potential COVID-19 oral treatment if FDA approves it.”https://www.republicworld.com/world-news/us-news/us-to-pay-pfizer-5-dollars-29-cents-billion-for-potential-covid-19-treatment-if-regulators-authorise-it.html
